Comparing Robust Decision-Making and Dynamic Adaptive Policy Pathways for model-based decision support under deep uncertainty

چکیده
A variety of model-based approaches for supporting decision-making under deep uncertainty have been suggested, but they are rarely compared and contrasted. In this paper, we compare Robust DecisionMaking with Dynamic Adaptive Policy Pathways. We apply both to a hypothetical case inspired by a river reach in the Rhine Delta of the Netherlands, and compare themwith respect to the required tooling, the resulting decision relevant insights, and the resulting plans. The results indicate that the two approaches are complementary. Robust Decision-Making offers insights into conditions under which problems occur, and makes trade-offs transparent. The Dynamic Adaptive Policy Pathways approach emphasizes dynamic adaptation over time, and thus offers a natural way for handling the vulnerabilities identified through Robust Decision-Making. The application also makes clear that the analytical process of Robust Decision-Making is path-dependent and open ended: an analyst has to make many choices, for which Robust Decision-Making offers no direct guidance. © 2016 The Authors. متن کاملEnhancement of Robust Tracking Performance via Switching Supervisory Adaptive Control
When the process is highly uncertain, even linear minimum phase systems must sacrifice desirable feedback control benefits to avoid an excessive ‘cost of feedback’, while preserving the robust stability. In this paper, the problem of supervisory based switching Quantitative Feedback Theory (QFT) control is proposed for the control of highly uncertain plants. According to this strategy, the unce...

Sustainability in agricultural is determined by aspects like economy, society and environment. Multi-objective programming (MOP) model has been a widely used tool for studying and analyzing the sustainability of agricultural system. However, optimization models in most applications are forced to use data which is uncertain. Recently, robust optimization has been used as an optimization model th...
متن کاملUtilizing Decision Making Methods and Optimization Techniques to Develop a Model for International Facility Location Problem under Uncertainty
Abstract The purpose of this study is to consider an international facility location problem under uncertainty and present an integrated model for strategic and operational planning. The paper offers two methodologies for the location selection decision. First the extended VIKOR method for decision making problem with interval numbers is presented as a methodology for strategic evaluation of po...
متن کاملA Multi-Pathfinder for Developing Adaptive Robust Policies in System Dynamics
Adaptivity is essential for dynamically complex and uncertain systems. Adaptive policymaking is an approach to design policies that can be adapted over time to how the future unfolds. It is crucial for adaptive policymaking to specify under what conditions and how to adapt the policy. The performance of adaptive policy is critically depended on the proper timing of the actions. This paper illus...
